You are correct, that was the behaviour for Domino release 656.
This is fixed in release 85. The compact -ZU -C should upgrade both uncompressed and Huffman attachments to LZ1.
In general for the compression upgrade, there are restrictions. For example, notes that are encrypted may not be compressed LZ1. This is not an LZ1 issue, but a downward compatability issue. In order to server these documents/attachments to a non LZ1 downlevel client/server/database Domino needs virtualize the item and recompress on the fly to Huffman compression. Therefore the encrypted documents need to be avoided since the encryption key may not be available at the time on the server.
This is obviously a tradeoff between allowing the LZ1 in all cases and not supporting downlevel clients/servers/databasese vs. downlevel compatability. Please provide feedback if you believe that tradeoff is not worth it and we should stop the downlevel compatability to gain 100% LZ1 usage.
